Human capital stands as the key factor driving economies to grow or stagnate. Companies perform or default mainly thanks or due to the lack of continuous training and re-qualification of the personnel.

Taking the utmost advantage of innovation in adjusting a joint agenda in between public policies and private interests make the textbook when strategically planning development.

The conference seeks to provide insights into questions and challenges to:

(i)              From the politics of education to the policies of the labor market for all. Building a flexible labor market with a social dimension in the tourism industry.

(ii)            How to create clear pathways from school to tertiary study, training and work in the tourism industry?

(iii)           MENTORING- effective tourism development tool.Innovative action to improve the capacity of companies to diversify their services taking into account the necessity to increase the quality and performance of human resources.

(iv)           How to blend human capital and territorial capital into knowledge alliances?

The Danube region hosts a great potential to grow in the tourism industry provided that innovation in institutional development and human capital takes a filed level approach and become inclusive to genuine entrepreneurs and move beyond the empty rhetoric of politics.

The Parliament of Romania (Romanian: Parlamentul României) is the national legislature of Romania, consisting of the Chamber of Deputies (Camera Deputa?ilor), and the Senate (Senat). Prior to the modification of the Constitution in 2003, the two houses had identical attributes. A text of a law had to be approved by both houses. If the text differed, a special commission (comisie de mediere) was formed by deputies and senators, that "negotiated" between the two houses the form of the future law. The report of this commission had to be approved in a joint session of the Parliament. After the 2003 referendum, a law still has to be approved by both houses, but each house has designated matters it gets to deliberate before the other, in capacity of "deciding chamber" (Romanian: camer? decizional?). If that first chamber adopts a law proposal (relating to its competences), it is passed on to the other one, which can approve or reject. If it makes amendments, the bill is sent back to the deciding chamber, the decision of which is final.
